Des Moines Mayor Frank Cownie told KCCI today that the city will be instituting a public mask mandate effective immediately. Cownie said masks will be required in businesses, including restaurants. The mandate will be part of an extension of the mayoral emergency proclamation that has been in place since March. Cownie said he wants to get this in place before Des Moines students are back in classrooms. He said the goal is to get the coronavirus positivity rate below 5%. The ordinance would defy Gov. Kim Reynolds’ claim that cities cannot mandate face coverings. Cownie said city officials believe they have the authority to issue the mandate. When asked how the mandate will be enforced, Cownie said there would be no citations for now, but the city has ordered 10,000 masks for police to hand out to violators.
